MSC Associates, Inc. (MSCA) is a small Virginia company, incorporated in 1988. MSCA specializes in developing and delivering training courses related to service contracting for operation, maintenance, and support of facilities. We also provide consulting service in support of OMB Circular A-76 Cost Studies, primarily in the area of requirements package preparation. MSCA has developed and delivered a number of technical courses such as Construction Specification Writing, Elevator Maintenance, Fire Protection Engineering, Sprinkler System Design, and Job Order Contracting. However, in recent years, the thrust of our business has been in the areas of management, organization, and business improvement in response to the renewed emphasis placed on the Government-wide policy of contracting for services using Performance-Based Services Acquisition (PBSA) techniques. Even before "PBSA" and its predecessor, "PBSC", were coined as terms describing the policy, MSCA was an adherent of and participant in teaching the basics of performance based contracting as embodied in the policies of the the Federal Governent. During the last five years, MSCA has delivered more than 60 weeks of training in PBSA related topics and we have assisted several federal organizations in writing performance work statements, quality assurance surveillance plans, and related solicitation documentation. The contract awarded to MSCA includes SIN 874-4 for Training Services and SIN 874-6 for Privatization Support Services and Documentation (A-76). Under this contract, we provide a full range of consulting services and products for facilitation, survey, training, privatization support, and support products, as specified in task orders under the Federal Supply Schedule (FSS). All federal agencies are allowed to issue MOBIS task orders, including the Legislative, Judicial, and Executive branches, mixed ownership government corporations such as the U.S. Postal Service; the government of the District of Columbia; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply. |
